You can find flaging instructions for the use of yacht club flags and other boat flags on the Spv website . The Spv website also has a downloadable pdf for flagging in boat.
The vertical distance of the top of the stern flag pole from the deck should be at least 10 cm longer than the diagonal of the flag used on the pole. The flag must be clean and intact.
